I am excited about what you guys are going to get to hear. In fact, I wish you could have been there. For years, we have gone to the Christian Alliance for Orphans Summit which FamilyLife actually helped start more than a decade ago. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dave:<\/strong> Wow. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> We\u2019ve gone to this event to cheer on champions who are helping in the foster care and adoption ministry area and also to record a live <em>FamilyLife Today<\/em> program in front of the audience that\u2019s there. So, I was able to do this back in May. You guys were speaking somewhere else. You weren\u2019t able to join me for that, but it was a great opportunity to meet and talk about adoption and orphan care with the governor of Kentucky\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dave:<\/strong> Wow. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u2014and his wife, Governor Matt and Glenna Bevin. They are adoptive parents, as you\u2019ll hear. I won\u2019t give away anymore of the story. Are you ready? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Ann:<\/strong> I love hearing this. I can\u2019t wait to listen to this interview. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> This is going to be fun. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t[Recorded Interview] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> So, welcome to both of you. Great to have you here. I want to get this right off the start. I understand adoption and orphans was something both of you cared about when you started dating. I just want to know from you\u2014\u201cWas he faking it to get the girl?\u201d [Laughter] I mean, because you know, usually, it\u2019s like\u2014\u201cOh, yes; you\u2019re interested in adoption. Yes; me too. Yes; right.\u201d He\u2019s just lying because he wants to get\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> No; it was him first. We were sitting in his driveway; and I\u2019ll never forget it because I kind of knew then. [Laughter] We were talking, and it was basically one of those conversations\u2014I was a nurse. He was in the military. We were like\u2014\u201cIf you could do anything in the world\u2014when you grow up, what do you want to be?\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> He said, \u201cI want to own an orphanage.\u201d I\u2019m like\u2014\u201cYes!\u201d [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I want to own an orphanage?! \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I did. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It\u2019s an odd thing, but when I was a kid, the first time I ever remember anyone asking me what I wanted to do when I grow up, that was my response. I always had a heart for orphans. I would read stories about orphaned kids, and my heart would just break. I mean, books that no one has heard of like a book called <em>Clematis<\/em>\u2014nobody has heard of it. Then books everybody has heard of like, <em>The Boxcar Children<\/em>\u2014and just kids that were just wanting a home and trying to make their way. It always just moved me as a kid. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Any idea where that came from? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I think it was formed by many things, not the least of which was I learned also of an orphanage in India when I was a boy. It\u2019s a crazy\u2014I will say, time does not probably allow us to talk to the full extent of what\u2019s just been unfolding backstage here; but when I was seven years old, I learned about an orphanage in India. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tHow I learned about it was as a result of a woman who had grown up there herself\u2014traveled around to small, little churches throughout New England. I was raised in a tiny, little village in Northern New Hampshire. She didn\u2019t come to our church, but she happened to go to some other church. My mother happened to go and hear her speak. Her name was Kamul Bhai. She was somebody who spoke, and she sang. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tMy mother must have made some small donation or put her name on a list or something; and then we began to subsequently get a little newsletter called <em>Buds and Blossoms<\/em>. In this little newsletter, once a month, it would detail stories of these children and their background to the extent that it was known and what\u2014through the love of Christ and the hands and feet of Christ being administered at this little place\u2014the Ramabai Mukti Mission\u2014how lives were being changed and little buds were blossoming. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tJust a moment ago\u2014just incredible\u2014we met a young woman by the name Anu who is not such a young woman, but she\u2019s still younger than us who grew up there \/ was an orphan there and whose life was transformed. She was brought there as a ten month old. Her story is so remarkable, but it\u2019s incredible how God works and how things come back together. I just don\u2019t believe in coincidence. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You\u2019ve been to that orphanage many times yourself. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Many times. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes; it was when I was a boy I said, \u201cSomeday, I\u2019m going to go there.\u201d God has blessed us; and I\u2019ve been able to, in turn, do a lot of things there in terms of projects; but then to meet this woman whose life is now so intertwined with so many of the ministries of the people in this room, it\u2019s just incredible how it comes together. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> So, just to clarify. When a guy says, \u201cI want to own an orphanage,\u201d that\u2019s a romantic things. Girls fall for that. [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> For this girl. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It worked on this one. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; right up my alley. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You\u2019re the reason that was something that you were drawn to. You vocationally were a nurse. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You saw first hand\u2014in fact, you shared a story about when you were nursing in Louisiana a situation that happened there with foster care and adoption that had a tragic end. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Exactly; when I was a nurse, sometimes, we would do private adoptions out of the\u2014they were in the delivery unit where I worked. We had a nurse and a doctor who were set to adopt a child \/ a newborn baby; and at the very last minute, the mother who was a cocaine addict\u2014it was her eighth child. The other seven were in the system. She changed her mind. That\u2019s when I knew that something was terribly wrong with our system. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThen our story\u2014like I said\u2014we had always wanted to adopt, but we were in Cherokee Park one afternoon playing. My girls took up with the little girl about their age. They were around 11ish. At the end of the afternoon, I said, \u201cWould you ever want to come for a playdate?\u201d There was a woman sitting over on the picnic table watching her play. I said, \u201cI could ask your mom.\u201d She said, \u201cNo; that\u2019s not my mom. I don\u2019t have parents. I live in the orphanage, and we are not allowed to have playdates.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, of course, we went home and called the orphanage. We wanted that little girl. We went through the whole process. It was a little over a year and a half. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You say you wanted her\u2014not just for a playdate? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> No; to adopt. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Oh, we wanted that little girl. [Laughter] She didn\u2019t have parents. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> What\u2019s it like to have a wife who goes to the park one day and comes home\u2026? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I was there with her. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Oh, you were there! \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. Oh, yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It was a joint effort. We were tag teaming, actually. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Wow. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<br><strong>Matt:<\/strong> So, here is the thing. This was a little girl, 11 years old. She had, as we subsequently found out, had 14 different placements. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> She aged out without a family.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Nobody was trying to adopt her. She wanted a family desperately. To make a very long story short, after well over a year of complications and finger printings and multi-finger printings and financial exams and home inspections and interviews with our children and interviews with us and joint parenting classes that we had to take together during set hours that they were determined by, some of which we were being taught\u2014as parents of five how to be parents\u2014by people who didn\u2019t even have children. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI wish I were making this up. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We\u2019re not kidding. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It was\u2014the whole thing was so absurd, but we went through it all because the desire to adopt this little girl was great. We wanted her to be a part of our family. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAt the end of it all, we were told\u2014this was here in Kentucky more than ten years ago now\u2014we were told that\u2014\u201cYou know what? You already have five children. It would be better for her to stay in the system than to be the sixth child in a family because she won\u2019t get enough attention.\u201d Can you imagine? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI just remember, then, I had never been anywhere near the political process. I had never run for anything. I had never worked on a campaign. I had never taken a political science course; but I was just outraged the government would have control over this young girl\u2019s life with the responsibility of doing what is in her best interest would make such a seemingly arbitrary just wrong-headed decision. I remember at the time thinking, \u201cSomebody should do something about this.\u201d Now, here we are.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t[Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIncidentally, I will say that in Kentucky, if you have five children, you can now adopt a sixth child. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Oh, yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It is possible. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Well, and you were not able to adopt that young woman; but you did ultimately go outside of Kentucky. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> In fact, you found international adoption was much less complicated than adoption inside your own state. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> To a degree, although\u2014and I think this is a room full of people who understand this\u2014there is nothing uncomplicated about the adoption process anywhere. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<br><strong>Bob:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Anywhere. The fits and starts and the forms and this and the that\u2014and many of the things with good intent, but ultimately just convoluted and bureaucratic and so difficult and so time consuming and so costly. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> And so worth it. [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI mean it is very difficult. Some of the paperwork will make you want to pull your caseworker\u2019s hair out; but it is so worth it. We went there to pick up our son, and we met a sibling group of three. So, I like to say\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You went there. You went where? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> To Ethiopia. God called us to Ethiopia. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Wait. You\u2019ve got bio-kids at home. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Five became nine. So, we\u2019re now the Bevin Eleven. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> We adopted one which was the intent. So, then we were a family of six; and then this sibling group\u2014again, we\u2019re preaching to the choir here. Six \/ nine\u2014really, I mean, what\u2019s the difference at that point? Really? The only thing that changes is what you drive. You do need\u2014you get your own personal church van at that point; but\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You shared that the bureaucracy in the state was one of the things that motivated you to start looking at public service. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Since you\u2019ve been elected, this has been one of the areas that your administration has focused on in the state of Kentucky. How can we make this simpler? How can we do what\u2019s right for kids \/ right for families but right for kids? We would have thought, maybe, as early as two decades ago that would be something everyone would rally around and be on the same page with. It\u2019s not as simple\u2014there are forces aligned against adoption and foster care in our day. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> There are\u2014not only in general, but even for people of faith\u2014there are just a whole lot of hoops to jump through. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tUnfortunately\u2014folks in here understand this\u2014it\u2019s so inextricably woven together with government\u2014\u201cMother, may I this? Mother, may I that?\u201d\u2014a lot of rules, a lot of hoops, a lot of\u2014\u201cCan\u2019t do that because otherwise it might compromise your funding from this source.\u201d It\u2019s become just too bureaucratic. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, what we\u2019re trying to do\u2014and I would love to tell you that we\u2019ve solved it all in Kentucky, but we haven\u2019t; but we\u2019re working on it. We\u2019re determined to come up with as good as such a thing could exist\u2014a gold standard\u2014that could be plugged and played in other states \/ that could be replicated. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIt will never be perfect. It is comprised of lots of imperfect moving parts; but if we can find homes for the 470\u2014some-odd\u2014thousand children that are in foster care in America\u2014and so many of them eligible for adoption. About 25 percent of the ten thousand in this state are eligible for adoption. We have 6,500 houses that worship in Kentucky and 2,500 children just looking for a forever family. I mean if the body of Christ cannot step up and find one home for every two and a half churches\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> \u2014I\u2019m not sure what we\u2019re doing every week. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> What our hope is; yes. That\u2019s right. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI don\u2019t think there are many states where the governor has a\u2014do you call him a czar? A foster care \/ adoption czar? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> No; we have a fellow and his wife, Chris and Alicia Johnson, who were brought in\u2014known apparently to some in this room. It might be them cheering. I don\u2019t know\u2014but here\u2019s\u2014this is a couple who is amazing. This is a passion of theirs as well. They were living in Florida. We learned of them\u2014long story short\u2014touched base with them. They have fostered over 40 children. They have adopted seven of their ten children as a result of that process. It seemed to us that they were the kind who meant it. They, too, were all in on this. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tWhen we met them, it wasn\u2019t initially seemingly obvious that it would work, but God blessed our conversation and the opportunities in ways that resulted in them being able to move here. So, the two of them have really helped to shepherd this really helping us to find ways to partner with people primarily faith-based organizations\u2014but not even necessarily faith-based organizations\u2014to take every resource in America and bring them all together and to channel those in ways that are not being done anywhere else in the country. I\u2019m excited to see the kind of things that are starting to happen. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> One of the challenges that we face is that when we approach this from a faith-based perspective and try to work things out in public policy there can be some\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> \u2014resistance. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u2014some resistance to that. How can we work well together\u2014because we want to be good citizens as followers of Christ\u2014and yet we\u2019ve got some views about marriage and family and what that\u2019s supposed to look like in a culture? How are you navigating those waters? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I would say this\u2014both to you in response to this question, but also to everyone in here. We have no reason to apologize for what we believe. [Applause] We really don\u2019t. Again, not everybody believes what we believe; not everybody shares our faith or our worldview on any number of things; but any more than we don\u2019t expect them to apologize for their opinions, we do not need to apologize for ours. We do not need to fail to hold firm to those things that we know to be true whether others know it to be true or even believe that we are correct\u2014doesn\u2019t mean we need to back off. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, for me, I\u2019m very unapologetic about it. I don\u2019t wear it on my sleeve, but I encourage all of you to be bold in this. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Tell folks about the First Lady\u2019s Youth Fly\u2014what is it? Fly what? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We call it the FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> It\u2019s the First Lady\u2019s Youth Leadership Council. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It sounds kind of hip; doesn\u2019t it? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; it does. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u201cYou\u2019re so fly.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Exactly; right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> We\u2019re dating ourselves by thinking that\u2019s cool, though. There are kids here thinking, \u201cOh, that was in the 80\u2019s.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Uh-huh. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> That\u2019s right. So, tell everybody what you do. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> So, basically, what we have is a leadership council comprised of foster care kiddos who we meet several times a year. We look at policy, what they would like to see changed, and then we prep them and they go before the legislatures. Our kids were not allowed to even get a driver\u2019s license if they were\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> A foster kid couldn\u2019t get a driver\u2019s license? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> No. If they were in care, they were not allowed to get a driver\u2019s license. So, we changed that. They\u2019ve done a lot of wonderful things like that. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> This is 18\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We have 18 right now. It fluctuates a little. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> They\u2019re between 14 and 19 years old. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Mm-hmm. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> And these are sharp young people still in the system?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u2014being fostered; right? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. Being in foster care isn\u2019t easy, and these kids have endured some amazingly horrible things; but we\u2019re just giving kids a voice, giving them a platform, putting them in front of a speaking coach, and just encouraging them and giving them opportunities. They are the ones that take it and run with it. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Amazing. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, if you could go back and talk to yourselves from ten years ago when you were facing the bureaucratic challenges\u2014because some of these people here are in that place where they are frustrated with the systems in their own states\u2014they have been trying to advocate for foster care for adoption and they are hitting roadblocks. Some of them may be thinking, \u201cWell, maybe, I need to run for governor in my state\u201d\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> If that\u2019s not what God is calling them to\u2014the first lady is going\u2014\u201cYou all run for governor\u201d; okay? How would you coach them on how to deal with the bureaucracy in a way that brings about change? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Boy, there is\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> On your knees. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. I would think\u2014I mean it\u2014be graceful. At every turn, be gracious. People in government are overwhelmed. They\u2019ve become jaded. They\u2019ve become cynical people who came in with all the right intention and good hearts, find themselves frustrated and overwhelmed and broken down by the process almost as much as we are on the other side of the equation. A little bit of a smile and a little bit of graciousness goes an amazingly long way. I would say that costs nothing, is easily done, and is the first thing I would say. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAdditionally, find a legislator. Find somebody who will own this in your respective states because we spoke recently at the National Governor\u2019s Association; and this was a topic that we had asked to be put on there. There are other states where people have a passion and a heart for this. They are making strides as best they can. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tHere is what I know. People want to find solutions for this. So, if we can come up with solutions, here in Kentucky that can be replicated\u2014if you don\u2019t have to reinvent the wheel, the wheel has the ability to roll in any number of other places. This is why we are passionate about making it work here. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd I am grateful to all of our partners that I alluded to earlier that are coming together to help us with this because you\u2019re going to start seeing marked change. The Johnsons and others are shepherding this. Our Cabinet Secretary for Health and Family Services Adam Meier has such a passion\u2014his Deputy Secretary Kristi Putnam\u2014such a passion\u2014a genuine heartfelt passion to see this work. I\u2019m working to try to get this elevated to become a national-level focus of attention. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I know as we\u2019re talking about this here, your passion is coming through. I\u2019m sure if we were in other forums other passions would be emerging because you\u2019re not a single-issue guy; but I do have the sense that if we could look ahead 25 years and we could say, \u201cWhat was the Bevin Administration known for?\u201d\u2014if somebody said, \u201cFoster care and adoption in Kentucky was changed and it spread throughout the country,\u201d you\u2019d be okay with that being your legacy. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Oh, absolutely. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> There are many things, but I\u2019d be delighted by that because, again, that has profound generational, family tree related affect for generations to come. I mean this would be my hope that people would say that. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I\u2019m going to put you on the spot a little bit. You mentioned starting on your knees. Would you mind closing what we\u2019re doing here with just a word of prayer for the kids and for this issue\u2014not just here in Kentucky but all across the country\u2014would you do that? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; of course. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDear Jesus, I am so humbled. I am just so overwhelmed by Your goodness to us. Thank You for this room full of people. I know that they are going to go out, and they are going to take everything that they\u2019ve learned and they\u2019ve experienced here, and they are going to spread it throughout. I thank You for the hearts that are here that, even though this is a huge, daunting task, they are willing to take that step forward. I ask that You bless each and every one of them and everyone that they come in contact with for Your glory. We ask all these things in Jesus\u2019 precious name. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Amen. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Would you all join me in thanking the Governor and First Lady of Kentucky. Jedd Medefind who gives leadership to the organization is doing a great job and so are the Governor of Kentucky and his wife; huh?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Ann:<\/strong> They are really inspiring. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Ann:<\/strong> What a great couple. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dave:<\/strong> Only Bob Lepine would start an interview asking her if he was faking his\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Was he up to something\u2014you wonder. So, I was able to do this back in May. You guys were speaking somewhere else. We were like\u2014\u201cIf you could do anything in the world\u2014when you grow up, what do you want to be?\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> He said, \u201cI want to own an orphanage.\u201d I\u2019m like\u2014\u201cYes!\u201d [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I want to own an orphanage?! \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I did. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It\u2019s an odd thing, but when I was a kid, the first time I ever remember anyone asking me what I wanted to do when I grow up, that was my response. I always had a heart for orphans. I would read stories about orphaned kids, and my heart would just break. I mean, books that no one has heard of like a book called <em>Clematis<\/em>\u2014nobody has heard of it. Then books everybody has heard of like, <em>The Boxcar Children<\/em>\u2014and just kids that were just wanting a home and trying to make their way. It always just moved me as a kid. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Any idea where that came from? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I think it was formed by many things, not the least of which was I learned also of an orphanage in India when I was a boy. It\u2019s a crazy\u2014I will say, time does not probably allow us to talk to the full extent of what\u2019s just been unfolding backstage here; but when I was seven years old, I learned about an orphanage in India. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tHow I learned about it was as a result of a woman who had grown up there herself\u2014traveled around to small, little churches throughout New England. I was raised in a tiny, little village in Northern New Hampshire. She didn\u2019t come to our church, but she happened to go to some other church. My mother happened to go and hear her speak. Her name was Kamul Bhai. She was somebody who spoke, and she sang. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tMy mother must have made some small donation or put her name on a list or something; and then we began to subsequently get a little newsletter called <em>Buds and Blossoms<\/em>. In this little newsletter, once a month, it would detail stories of these children and their background to the extent that it was known and what\u2014through the love of Christ and the hands and feet of Christ being administered at this little place\u2014the Ramabai Mukti Mission\u2014how lives were being changed and little buds were blossoming. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tJust a moment ago\u2014just incredible\u2014we met a young woman by the name Anu who is not such a young woman, but she\u2019s still younger than us who grew up there \/ was an orphan there and whose life was transformed. She was brought there as a ten month old. Her story is so remarkable, but it\u2019s incredible how God works and how things come back together. I just don\u2019t believe in coincidence. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You\u2019ve been to that orphanage many times yourself. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Many times. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes; it was when I was a boy I said, \u201cSomeday, I\u2019m going to go there.\u201d God has blessed us; and I\u2019ve been able to, in turn, do a lot of things there in terms of projects; but then to meet this woman whose life is now so intertwined with so many of the ministries of the people in this room, it\u2019s just incredible how it comes together. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> So, just to clarify. When a guy says, \u201cI want to own an orphanage,\u201d that\u2019s a romantic things. Girls fall for that. [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> For this girl. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It worked on this one. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; right up my alley. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You\u2019re the reason that was something that you were drawn to. You vocationally were a nurse. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You saw first hand\u2014in fact, you shared a story about when you were nursing in Louisiana a situation that happened there with foster care and adoption that had a tragic end. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Exactly; when I was a nurse, sometimes, we would do private adoptions out of the\u2014they were in the delivery unit where I worked. We had a nurse and a doctor who were set to adopt a child \/ a newborn baby; and at the very last minute, the mother who was a cocaine addict\u2014it was her eighth child. The other seven were in the system. She changed her mind. That\u2019s when I knew that something was terribly wrong with our system. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThen our story\u2014like I said\u2014we had always wanted to adopt, but we were in Cherokee Park one afternoon playing. My girls took up with the little girl about their age. They were around 11ish. At the end of the afternoon, I said, \u201cWould you ever want to come for a playdate?\u201d There was a woman sitting over on the picnic table watching her play. I said, \u201cI could ask your mom.\u201d She said, \u201cNo; that\u2019s not my mom. I don\u2019t have parents. I live in the orphanage, and we are not allowed to have playdates.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, of course, we went home and called the orphanage. We wanted that little girl. We went through the whole process. It was a little over a year and a half. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You say you wanted her\u2014not just for a playdate? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> No; to adopt. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Oh, we wanted that little girl. [Laughter] She didn\u2019t have parents. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> What\u2019s it like to have a wife who goes to the park one day and comes home\u2026? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I was there with her. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Oh, you were there! \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. Oh, yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It was a joint effort. We were tag teaming, actually. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Wow. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<br><strong>Matt:<\/strong> So, here is the thing. This was a little girl, 11 years old. She had, as we subsequently found out, had 14 different placements. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> She aged out without a family.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Nobody was trying to adopt her. She wanted a family desperately. To make a very long story short, after well over a year of complications and finger printings and multi-finger printings and financial exams and home inspections and interviews with our children and interviews with us and joint parenting classes that we had to take together during set hours that they were determined by, some of which we were being taught\u2014as parents of five how to be parents\u2014by people who didn\u2019t even have children. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI wish I were making this up. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We\u2019re not kidding. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It was\u2014the whole thing was so absurd, but we went through it all because the desire to adopt this little girl was great. We wanted her to be a part of our family. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAt the end of it all, we were told\u2014this was here in Kentucky more than ten years ago now\u2014we were told that\u2014\u201cYou know what? You already have five children. It would be better for her to stay in the system than to be the sixth child in a family because she won\u2019t get enough attention.\u201d Can you imagine? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI just remember, then, I had never been anywhere near the political process. I had never run for anything. I had never worked on a campaign. I had never taken a political science course; but I was just outraged the government would have control over this young girl\u2019s life with the responsibility of doing what is in her best interest would make such a seemingly arbitrary just wrong-headed decision. I remember at the time thinking, \u201cSomebody should do something about this.\u201d Now, here we are.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t[Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIncidentally, I will say that in Kentucky, if you have five children, you can now adopt a sixth child. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Oh, yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It is possible. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Well, and you were not able to adopt that young woman; but you did ultimately go outside of Kentucky. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> In fact, you found international adoption was much less complicated than adoption inside your own state. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> To a degree, although\u2014and I think this is a room full of people who understand this\u2014there is nothing uncomplicated about the adoption process anywhere. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<br><strong>Bob:<\/strong> Right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Anywhere. The fits and starts and the forms and this and the that\u2014and many of the things with good intent, but ultimately just convoluted and bureaucratic and so difficult and so time consuming and so costly. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> And so worth it. [Laughter] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI mean it is very difficult. Some of the paperwork will make you want to pull your caseworker\u2019s hair out; but it is so worth it. We went there to pick up our son, and we met a sibling group of three. So, I like to say\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You went there. You went where? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> To Ethiopia. God called us to Ethiopia. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Wait. You\u2019ve got bio-kids at home. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Five became nine. So, we\u2019re now the Bevin Eleven. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> We adopted one which was the intent. So, then we were a family of six; and then this sibling group\u2014again, we\u2019re preaching to the choir here. Six \/ nine\u2014really, I mean, what\u2019s the difference at that point? Really? The only thing that changes is what you drive. You do need\u2014you get your own personal church van at that point; but\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> You shared that the bureaucracy in the state was one of the things that motivated you to start looking at public service. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Since you\u2019ve been elected, this has been one of the areas that your administration has focused on in the state of Kentucky. How can we make this simpler? How can we do what\u2019s right for kids \/ right for families but right for kids? We would have thought, maybe, as early as two decades ago that would be something everyone would rally around and be on the same page with. It\u2019s not as simple\u2014there are forces aligned against adoption and foster care in our day. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> There are\u2014not only in general, but even for people of faith\u2014there are just a whole lot of hoops to jump through. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tUnfortunately\u2014folks in here understand this\u2014it\u2019s so inextricably woven together with government\u2014\u201cMother, may I this? Mother, may I that?\u201d\u2014a lot of rules, a lot of hoops, a lot of\u2014\u201cCan\u2019t do that because otherwise it might compromise your funding from this source.\u201d It\u2019s become just too bureaucratic. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, what we\u2019re trying to do\u2014and I would love to tell you that we\u2019ve solved it all in Kentucky, but we haven\u2019t; but we\u2019re working on it. We\u2019re determined to come up with as good as such a thing could exist\u2014a gold standard\u2014that could be plugged and played in other states \/ that could be replicated. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIt will never be perfect. It is comprised of lots of imperfect moving parts; but if we can find homes for the 470\u2014some-odd\u2014thousand children that are in foster care in America\u2014and so many of them eligible for adoption. About 25 percent of the ten thousand in this state are eligible for adoption. We have 6,500 houses that worship in Kentucky and 2,500 children just looking for a forever family. I mean if the body of Christ cannot step up and find one home for every two and a half churches\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> \u2014I\u2019m not sure what we\u2019re doing every week. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> What our hope is; yes. That\u2019s right. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI don\u2019t think there are many states where the governor has a\u2014do you call him a czar? A foster care \/ adoption czar? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> No; we have a fellow and his wife, Chris and Alicia Johnson, who were brought in\u2014known apparently to some in this room. It might be them cheering. I don\u2019t know\u2014but here\u2019s\u2014this is a couple who is amazing. This is a passion of theirs as well. They were living in Florida. We learned of them\u2014long story short\u2014touched base with them. They have fostered over 40 children. They have adopted seven of their ten children as a result of that process. It seemed to us that they were the kind who meant it. They, too, were all in on this. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tWhen we met them, it wasn\u2019t initially seemingly obvious that it would work, but God blessed our conversation and the opportunities in ways that resulted in them being able to move here. So, the two of them have really helped to shepherd this really helping us to find ways to partner with people primarily faith-based organizations\u2014but not even necessarily faith-based organizations\u2014to take every resource in America and bring them all together and to channel those in ways that are not being done anywhere else in the country. I\u2019m excited to see the kind of things that are starting to happen. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> One of the challenges that we face is that when we approach this from a faith-based perspective and try to work things out in public policy there can be some\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> \u2014resistance. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u2014some resistance to that. How can we work well together\u2014because we want to be good citizens as followers of Christ\u2014and yet we\u2019ve got some views about marriage and family and what that\u2019s supposed to look like in a culture? How are you navigating those waters? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> I would say this\u2014both to you in response to this question, but also to everyone in here. We have no reason to apologize for what we believe. [Applause] We really don\u2019t. Again, not everybody believes what we believe; not everybody shares our faith or our worldview on any number of things; but any more than we don\u2019t expect them to apologize for their opinions, we do not need to apologize for ours. We do not need to fail to hold firm to those things that we know to be true whether others know it to be true or even believe that we are correct\u2014doesn\u2019t mean we need to back off. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, for me, I\u2019m very unapologetic about it. I don\u2019t wear it on my sleeve, but I encourage all of you to be bold in this. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Tell folks about the First Lady\u2019s Youth Fly\u2014what is it? Fly what? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We call it the FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> It\u2019s the First Lady\u2019s Youth Leadership Council. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> It sounds kind of hip; doesn\u2019t it? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; it does. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> FLYLC. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u201cYou\u2019re so fly.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Exactly; right. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> We\u2019re dating ourselves by thinking that\u2019s cool, though. There are kids here thinking, \u201cOh, that was in the 80\u2019s.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Uh-huh. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> That\u2019s right. So, tell everybody what you do. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> So, basically, what we have is a leadership council comprised of foster care kiddos who we meet several times a year. We look at policy, what they would like to see changed, and then we prep them and they go before the legislatures. Our kids were not allowed to even get a driver\u2019s license if they were\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> A foster kid couldn\u2019t get a driver\u2019s license? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> No. If they were in care, they were not allowed to get a driver\u2019s license. So, we changed that. They\u2019ve done a lot of wonderful things like that. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> This is 18\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> We have 18 right now. It fluctuates a little. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> They\u2019re between 14 and 19 years old. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Mm-hmm. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> And these are sharp young people still in the system?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> \u2014being fostered; right? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. Being in foster care isn\u2019t easy, and these kids have endured some amazingly horrible things; but we\u2019re just giving kids a voice, giving them a platform, putting them in front of a speaking coach, and just encouraging them and giving them opportunities. They are the ones that take it and run with it. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Amazing. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo, if you could go back and talk to yourselves from ten years ago when you were facing the bureaucratic challenges\u2014because some of these people here are in that place where they are frustrated with the systems in their own states\u2014they have been trying to advocate for foster care for adoption and they are hitting roadblocks. Some of them may be thinking, \u201cWell, maybe, I need to run for governor in my state\u201d\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> If that\u2019s not what God is calling them to\u2014the first lady is going\u2014\u201cYou all run for governor\u201d; okay? How would you coach them on how to deal with the bureaucracy in a way that brings about change? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Boy, there is\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> On your knees. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Yes. I would think\u2014I mean it\u2014be graceful. At every turn, be gracious. People in government are overwhelmed. They\u2019ve become jaded. They\u2019ve become cynical people who came in with all the right intention and good hearts, find themselves frustrated and overwhelmed and broken down by the process almost as much as we are on the other side of the equation. A little bit of a smile and a little bit of graciousness goes an amazingly long way. I would say that costs nothing, is easily done, and is the first thing I would say. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAdditionally, find a legislator. Find somebody who will own this in your respective states because we spoke recently at the National Governor\u2019s Association; and this was a topic that we had asked to be put on there. There are other states where people have a passion and a heart for this. They are making strides as best they can. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tHere is what I know. People want to find solutions for this. So, if we can come up with solutions, here in Kentucky that can be replicated\u2014if you don\u2019t have to reinvent the wheel, the wheel has the ability to roll in any number of other places. This is why we are passionate about making it work here. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd I am grateful to all of our partners that I alluded to earlier that are coming together to help us with this because you\u2019re going to start seeing marked change. The Johnsons and others are shepherding this. Our Cabinet Secretary for Health and Family Services Adam Meier has such a passion\u2014his Deputy Secretary Kristi Putnam\u2014such a passion\u2014a genuine heartfelt passion to see this work. I\u2019m working to try to get this elevated to become a national-level focus of attention. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I know as we\u2019re talking about this here, your passion is coming through. I\u2019m sure if we were in other forums other passions would be emerging because you\u2019re not a single-issue guy; but I do have the sense that if we could look ahead 25 years and we could say, \u201cWhat was the Bevin Administration known for?\u201d\u2014if somebody said, \u201cFoster care and adoption in Kentucky was changed and it spread throughout the country,\u201d you\u2019d be okay with that being your legacy. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> Oh, absolutely. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Matt:<\/strong> There are many things, but I\u2019d be delighted by that because, again, that has profound generational, family tree related affect for generations to come. I mean this would be my hope that people would say that. [Applause] \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> I\u2019m going to put you on the spot a little bit. You mentioned starting on your knees. Would you mind closing what we\u2019re doing here with just a word of prayer for the kids and for this issue\u2014not just here in Kentucky but all across the country\u2014would you do that? \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Glenna:<\/strong> Yes; of course. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDear Jesus, I am so humbled. I am just so overwhelmed by Your goodness to us. Thank You for this room full of people. I know that they are going to go out, and they are going to take everything that they\u2019ve learned and they\u2019ve experienced here, and they are going to spread it throughout. I thank You for the hearts that are here that, even though this is a huge, daunting task, they are willing to take that step forward. I ask that You bless each and every one of them and everyone that they come in contact with for Your glory. Jedd Medefind who gives leadership to the organization is doing a great job and so are the Governor of Kentucky and his wife; huh?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Ann:<\/strong> They are really inspiring. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Yes. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Ann:<\/strong> What a great couple. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dave:<\/strong> Only Bob Lepine would start an interview asking her if he was faking his\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong> Was he up to something\u2014you wonder.
