you just type \u201cHayley Mills\u201d into Google\u00ae; and you can find out what happened to Hayley Mills.\u00a0 Right?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 So I think technology is great.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 And why are you using that as an illustration?\u00a0 Are you wanting to\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I just brought it up because there is a dark side to technology, and I just wanted to go on the front\u2014Oh, you wonder why I\u2019m using Hayley Mills as an illustration?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Well, she was cute.\u00a0 You thought she was cute, didn\u2019t you?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 (laughs)\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I mean, Mary Ann is not going to be jealous.\u00a0 How many boys didn\u2019t have a little crush on Hayley Mills?\u00a0 Come on.\u00a0 That British accent?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 It was Annette Funicello for me.\u00a0 That\u2019s really going to date me with the Mouseketeers.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 (laughs)\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 You know, we need to cut to the chase here.\u00a0 We have a guest who is going to take us into really some very turbulent waters around the internet because she\u2019s been working in this area since 1994.\u00a0 Donna Rice Hughes joins us on <em>FamilyLife Today.<\/em>\u00a0 Donna, welcome to the broadcast.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Thank you, guys.\u00a0 It\u2019s great to be back with you.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 It is fun to have you back in the studio.\u00a0 I really admire your work because you have been involved in this area of internet safety, as I mentioned, since \u201994.\u00a0 You are President and Chairman of Enough Is Enough; and you do training for governmental agencies, for schools, parents.\u00a0 You\u2019re just all over, wanting to equip both the next generation and parents to know how to navigate the dangers of the internet.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI\u2019m thrilled that you said, \u201cNo,\u201d to CNN\u00ae today to say, \u201cYes,\u201d to us and be on the broadcast.\u00a0 I want you to share with our listeners how you got your passion for the internet and wanting to help parents and children in this area.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 The short version is that in 1994 I moved back to Washington to get married.\u00a0 I had been living in L.A., and I really felt that my calling was to impact the culture through the media.\u00a0 I had a media platform at that time that I had not used; but I had met a man that lived in Washington and I thought at the time, \u201cGod, I can\u2019t do what I feel You\u2019re calling me to do in Washington because everything there revolves around press, politics, and the public.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd of course I had been caught up in that old 1987 scandal; I was Miss Scandal Queen 1987.\u00a0 But God\u2014He always\u2014I find that He wants to put you back on the horse that throws you.\u00a0 So the man that proposed to me\u2014and we had fallen in love\u2014lived in DC.\u00a0 So I came back to work in Washington.\u00a0 Shortly thereafter, I met a lady named \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDee Jepsen; and she was the President of <em>Enough Is Enough<\/em>.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThey were, at that time, working to raise the awareness of the dangers of hardcore adult pornography and child pornography, and protect children and women in print, and broadcast, and sexually-oriented businesses.\u00a0 I thought, \u201cDear Lord, with my background, with all the sexually-charged issues that have surrounded me in \u201987\u2014 and then this issue that was very controversial at the time\u2014believe it or not, I said, \u201cWhy would You call me to this?\u201d\u00a0 This didn\u2019t make any sense.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tBut as soon as I got started, within about two weeks, someone briefed us on the early beginnings of what was beginning to happen in bulletin board services in the news groups on the computer.\u00a0 Now this was prior to the Worldwide Web.\u00a0 The internet had not really become commercialized.\u00a0 I saw predators and pedophiles talking to each other in these news scripts about how to molest children and what they were doing.\u00a0 They were trading black-marketed child pornography back and forth.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo there began my journey.\u00a0 I started with <em>Enough is Enough,<\/em> the internet safety program; and we went to Congress.\u00a0 We started reaching out to the media, to the public, and to the technology community, saying, \u201cThis is what\u2019s beginning to happen.\u00a0 We can get in front of it, and we can prevent it.\u201d\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo we developed a three-prong approach to do that but found that, really, the weak link in the chain as far as protecting kids were the parents.\u00a0 Therefore, we created with the Department of Justice and other industry partners, our <em>Internet Safety 101<\/em> program.\u00a0 That has been our focus now for the past number of years.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I don\u2019t know if this is about to happen, but I\u2019ve heard increasing rumors recently that they are about to launch a new domain called \u201cdot xxx.\u201d\u00a0 Is that about to happen?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 It is.\u00a0 This is something that has been batted around for years.\u00a0 We\u2019ve taken the position\u2014I strongly believe that this is <em>a very bad idea<\/em> for a number of reasons.\u00a0 One, it\u2019s not going to do anything to protect children because the pornographers\u2014they will be given another place to have a dot xxx, but they\u2019re not going to be forced or mandated to give up their dot com addresses.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo the big argument\u2014the filters are going to work better and all that kind of thing\u2014 simply is not going to happen.\u00a0 You can\u2019t mandate anything because it is global.\u00a0 So even if we tried to mandate commercial pornographers in the United States to give up their dot com addresses here, it\u2019s not going to do anything about the material abroad.\u00a0 So overall we just don\u2019t believe it\u2019s a good idea, and it\u2019s not going to work.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Donna, I\u2019m curious.\u00a0\u00a0 It feels to me, as a parent, like the internet came online, everybody became aware of it, it did become commercialized like you said, then we as parents got an education that we better have some kind of filtering in place.\u00a0 We better have something to protect our kids, and so we scrambled and did that, whether it was filtering at the source or whether it was something that you put on your computer.\u00a0 We took some precautions so that our kids were protected.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd over the last, I don\u2019t know, three or four years, it\u2019s kind of like, \u201cWell, we\u2019ve got this fixed.\u00a0 It\u2019s taken care of.\u00a0 We\u2019re doing what we need to do.\u201d\u00a0 I don\u2019t hear anybody really standing up and saying, \u201cWe have an issue today with the internet.\u201d\u00a0 It kind of feels like we\u2019re lulled into this false sense of security.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, Bob, I think you\u2019re right.\u00a0 I think a lot of parents do have their heads in the sand.\u00a0 In our program, when we introduce all the issues that we believe parents need to be paying attention to, we call this the \u201cperfect storm\u201d scenario.\u00a0 The reality is, the internet and the technology is neutral; it can be used for good or for evil, alright?\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo the perfect storm elements that we outline in our program are the fact that kids are online \u2013almost all kids are online by the age of six or seven years old.\u00a0 They\u2019re using this technology.\u00a0 They have free and easy access to all types of pornography, both adult pornography as well as illegal adult pornography, which we call obscenity; and they also have easy access to child pornography, the last two being illegal.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSecondly, predators have free and anonymous access to kids online.\u00a0 This has never happened before, alright?\u00a0 Even though still the majority of sex abuse that occurs happens with someone that the child knows, but now the predators can anonymously interact and build a relationship with that child right in the privacy of their own home without parents knowing about it.\u00a0 We can talk more about that later.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThe other part of the perfect storm is that law enforcement has its limitations\u2014resource limitations, challenges.\u00a0 In some instances, they are not enforcing the pornography laws that are on the books; and lastly, but not least, parents are overwhelmed.\u00a0 They are ill-equipped, or they are just uninformed.\u00a0 You combine all those and you\u2019ve got a perfect storm type of scenario.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo what we have found as we\u2019ve been teaching parents all these years is that parents often fall into one of a few categories.\u00a0 Either they say, Bob, like you started with, \u201cYou know, I\u2019ve got this covered.\u00a0 I put some parental controls on.\u00a0 I\u2019ve got the computer in a public area of the house.\u00a0 I can check that box.\u00a0 I\u2019m a good cyber-parent,\u201d and go on.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tOr they think, \u201cYou know what, it\u2019s not that bad.\u00a0 I\u2019ve heard some things, but it\u2019s really not that bad.\u201d\u00a0 Maybe they haven\u2019t seen anything themselves.\u00a0 Or they think, \u201cNot my kid.\u00a0 I\u2019ve got a really good kid, a really smart kid,\u201d or \u201cMy kid is involved in youth group and loves God, so I don\u2019t have to worry about that.\u201d\u00a0 Or they think their kids are too young.\u00a0 So you combine these kinds of things together.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tWhat we find is that parents just simply have to get in the game.\u00a0 It\u2019s like the sex talk; you can\u2019t just have it once and check the box.\u00a0 It\u2019s the same thing being a cyber-savvy parent.\u00a0 This is an ongoing parenting issue. Kids now have easy access to any type of internet-enabled devices.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIt\u2019s not about that desktop any more.\u00a0 It\u2019s about the Smartphone\u00ae, the PDA, the X-Box\u00ae--that, by the way, is connected to the internet\u2014the Wii\u00ae, the iPod\u00ae and every other internet-connected device.\u00a0 It can get very overwhelming, but we\u2019ve actually created a program to help parents recognize the dangers, know what they are, and then know how to apply all these safety measures in a simple way so they don\u2019t feel overwhelmed and they have hope and they can be empowered.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 You say, in your materials that you\u2019ve created, that seven out of ten youth stumble across some kind of pornographic site on the spot, as they\u2019re just surfing the internet.\u00a0 Give us some idea of how many sites there are\u2014I mean, the size of the problem that is lurking just a click or two away in your home.\u00a0 You used to have to go to a certain part of town to find smut and pornography; and now it\u2019s invaded what used to be a safe place, our homes.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 That\u2019s right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 How large is the problem?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 The problem is a very big problem.\u00a0 Pornography is one of the biggest businesses online.\u00a0 It\u2019s $13 billion worldwide.\u00a0 Child pornography itself is $3 billion, and one of the fastest growing businesses on the internet.\u00a0 So it\u2019s big, big business.\u00a0 It\u2019s about the money.\u00a0 These pornographers are trolling for the new generation of users because they know how highly addictive this material is; and if they can get them hooked at an early age, they\u2019ll have an ongoing consumer for life.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I think about our home computer.\u00a0 We\u2019ve done what you\u2019ve talked about\u2014got the filter.\u00a0 It\u2019s out in a public place.\u00a0 We monitor.\u00a0 I can look at the browser history and know what\u2019s going on, but my son has got a computer on his hip.\u00a0 Is there anything you can do to keep your son from getting a text from a classmate that\u2019s got a picture attached to it?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 You can.\u00a0 In the safety section that we teach on, we talk about non-technical measures\u2014we call those \u201crules\u201d\u2014and the technical measures, which we call \u201ctools.\u201d\u00a0 So the easy way to remember that is \u201crules and tools.\u201d\u00a0 You can apply those on all internet-enabled devices\u2014so the Smart phones or the cell phones\u2014they do have parental controls.\u00a0 So do the XBoxes.\u00a0 We walk through, \u201cWhat are the \u2018tools\u2019 and what are the non-technical measures, \u2018the rules,\u2019 that parents need to use?\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo with your example, for instance, you can limit texts; or you can simply disallow texts altogether.\u00a0 There are lots of \u201ctools\u201d that are available.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Yeah\u2014eliminate texts.\u00a0 I mean, I don\u2019t know what the numbers are; but it\u2019s dozens and dozens of texts a day that the average student\u2014they are sending back and forth to one another.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 What I wanted to do is just turn you into a supermom, okay?\u00a0 Here you have all this knowledge about the\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 The Cyber-Nanny\u00a0 9-1-1.\u00a0 Is that where we are going?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes, that\u2019s exactly right.\u00a0 We\u2019re going to turn you into this.\u00a0 What I want\u2014I\u00a0 know that this is not an exact science, okay?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So this is just for you, Donna.\u00a0 You just help us here; but if you were a parent today of children growing up, just give me, to the best of your ability, at what age you would let your child have a phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Oh my!\u00a0 A cell phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I think it depends.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Just the age.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, it\u2019s going to depend.\u00a0 In making a decision about what technology and what age to give a child, I think you have to look, for one, with each child. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 For instance, if you\u2019ve got an eight-year-old going to camp, and you want for them to be able to call you and vice-versa and not have to go use a pay phone\u2014if they even exist anymore\u2014I don\u2019t know\u2014then there is a good reason, perhaps, for a child to have a cell phone.\u00a0 But there are even phones that parents can get for kids that simply just allow them to be able to call Mom and Dad and have a limited amount of people that they can call and interact with.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So generally what age would you allow a child\u2014would you consider this?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 We\u2019re talking about just the full $29.95 package that the\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I\u2019m not talking about going away to camp.\u00a0 I\u2019m just talking about\u2014they possess a phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Junior high?\u00a0 Earlier?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, I would say probably junior high.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Okay.\u00a0 So here\u2019s a 13-year-old who\u2019s got the new phone.\u00a0 \u201cHey, this is cool.\u201d\u00a0 They can get texts, right?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 You know what\u2019s happening right now to our listeners.\u00a0 There are some moms\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tshort-circuiting and some dads saying, \u201cOver my dead body.\u00a0 My 13-year-old is not going to have a phone.\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 You guys tricked me.\u00a0 You said, \u201cJust a phone.\u201d\u00a0 You didn\u2019t say, \u201cwith access to texting and internet.\u201d\u00a0 No.\u00a0 No, no, no.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I\u2019m going there next, okay?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Okay.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So what about texting?\u00a0 When would you allow them to have a phone with texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I would look at the maturity of the child.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Okay.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Here\u2019s the thing with texting:\u00a0 Kids now\u2014for them, e-mail is becoming obsolete.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 That\u2019s right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Texting is the new thing.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Let me get into\u2014Do we want to jump forward to <em>Web 2.0<\/em>\u00ae because this is where you\u2019re dealing with the social web\u2014and you\u2019ve got all these phones; and this, that and the other connected to Facebook\u00ae; and everything else.\u00a0 Once they start having this interactive device that they can carry in their back pocket, it\u2019s hard to manage without those tools in place.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo I\u2019m going to go back to answer this initially\u2014\u201cWith a straight cell phone that only allows you to use it as a phone, I would say junior high school.\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Alright.\u00a0 What about texting?\u00a0 When would you allow a child, generally, about texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Oh\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Just place your bets to the best of your ability.\u00a0 You\u2019re out there talking to parents.\u00a0 You\u2019re talking to young people.\u00a0 You know the dangers.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, Dennis, we have age-based guidelines; and we offer guidelines.\u00a0 I think parents have got to look at the maturity of the child.\u00a0 I really do.\u00a0 Is this a responsible child?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Are they going to follow the safety contract that we put in place for technology, even when they are outside of the home?\u00a0 If I\u2019m going to let them text and everything, I\u2019m going to need to monitor that.\u00a0 That\u2019s very important.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 And so they\u2019re really mature\u2014when are you going to let them have texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I think if they\u2019re mature and the parents are using parental controls on that Smartphone or cell phone that allows you to text, I would say you could consider that in the pre-teen years.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Pre-teen?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Pre-teen.\u00a0 Mm hmm.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Younger than 13?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, I say preteen for me is like 13 and 14.\u00a0 You know, seventh and eighth grade.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Okay.\u00a0 What about Facebook and Twitter\u00ae?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 No younger than 13.\u00a0 No younger at all than 13, and you\u2019ve got to be careful there.\u00a0 We\u2019re jumping ahead a little bit, Dennis, I\u2019m sorry to say, because I think what\u2019s really important before we get to ages\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I understand.\u00a0 I understand.\u00a0 I\u2019m putting you in a real tough spot, but I just want parents to begin to think through\u2014these decisions are coming if they\u2019re not already there.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Right.\u00a0 Hey, look, I really don\u2019t recommend that kids are using the internet at all until they are at least in junior high school.\u00a0 There are a lot of reasons for that because, with a computer or a laptop, you can create what we call \u201cwalled gardens\u201d so that the kids can actually surf around; but they\u2019re looking at approved sites and they\u2019re within an area that is very wholesome and G-rated.\u00a0 That can be a safe place where they can learn to experiment and surf and use the internet, but they\u2019re not going to get into these troubled areas.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tOnce you start allowing that\u2014when you now have to use a filter\u2014then, you know, the filter is only just a filter.\u00a0 It\u2019s going to get maybe 98 percent of things, but kids can also get around filters and things.\u00a0 So you really\u2014I think each parent needs to recognize the dangers before they make a decision about when they\u2019re going to introduce a specific technology, and which technology, and how they\u2019re going to limit the use of that technology.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I should just mention real quickly that what you\u2019re recommending to parents, you spell out in the material that you put together, the <em>Internet Safety 101\u2014<\/em><em>\u00a0\u00a0 <\/em>\u00a0\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 We do.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 --how to set up a walled garden, how to use these age guidelines.\u00a0 It\u2019s all in the material, and we\u2019re going to let folks know how they can get that.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 What I want our listeners to know is\u2014I\u2019ve asked a lot of hard questions of guests here on <em>FamilyLife Today<\/em> and seen a lot of pained looks on faces.\u00a0 Donna was in pain.\u00a0 This is a tough\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I\u2019m still in pain, Dennis, really!\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 But here\u2019s the thing, Donna.\u00a0 Parents are in pain because they are trying to navigate a very dangerous media platform.\u00a0 I just appreciate you grappling with it, allowing us to kind of put you on the spot because I think parents today must know what they believe and how they\u2019re going to apply their convictions about life, and about good and evil, and how to train their children to do what\u2019s right and to be wise in what is good.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Well, let\u2019s be honest.\u00a0 There\u2019s no biblically-approved guideline that says, \u201cThou shalt let the child have a cell phone when he is ten, but thou shalt take it away from the child if he does this or this behavior.\u201d\u00a0 That\u2019s not spelled out for you in Scripture.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 And so, as parents, we have to use wisdom, and judgment, and discernment in order to determine how we\u2019re going to supervise and protect a child with all of these tools, whether it\u2019s a cell phone, or the computer, or whatever it is that our child is engaging people and the culture with.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDonna, I think you\u2019ve done all of us as parents a great service with the <em>Internet Safety 101<\/em> resource that you\u2019ve created\u2014the DVDs, the \u201cRules and Tools\u201d booklet that you\u2019ve put together, the workbook for parents and for students.\u00a0 This is a very helpful resource that parents may want to get and go through together with other parents or go through together as a family and talk about these issues; technology.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I\u2019ll bet it has caused more arguments in his marriage.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I love technology because you don\u2019t have to remember everything\u2014because you just have it on your hip when you need it.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 But, Bob, you already remember everything.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Well, but the other thing is, stuff you don\u2019t have to wonder about\u2014anything anymore.\u00a0 If you\u2019re at dinner sometime and somebody says, \u201cYou know, whatever happened to Hayley Mills?\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes, really.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 You just get the iPhone\u00ae off the hip; you just type \u201cHayley Mills\u201d into Google\u00ae; and you can find out what happened to Hayley Mills.\u00a0 Right?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 So I think technology is great.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 And why are you using that as an illustration?\u00a0 Are you wanting to\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I just brought it up because there is a dark side to technology, and I just wanted to go on the front\u2014Oh, you wonder why I\u2019m using Hayley Mills as an illustration?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Well, she was cute.\u00a0 You thought she was cute, didn\u2019t you?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 (laughs)\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I mean, Mary Ann is not going to be jealous.\u00a0 How many boys didn\u2019t have a little crush on Hayley Mills?\u00a0 Come on.\u00a0 That British We have a guest who is going to take us into really some very turbulent waters around the internet because she\u2019s been working in this area since 1994.\u00a0 Donna Rice Hughes joins us on <em>FamilyLife Today.<\/em>\u00a0 Donna, welcome to the broadcast.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Thank you, guys.\u00a0 It\u2019s great to be back with you.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 It is fun to have you back in the studio.\u00a0 I really admire your work because you have been involved in this area of internet safety, as I mentioned, since \u201994.\u00a0 You are President and Chairman of Enough Is Enough; and you do training for governmental agencies, for schools, parents.\u00a0 You\u2019re just all over, wanting to equip both the next generation and parents to know how to navigate the dangers of the internet.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tI\u2019m thrilled that you said, \u201cNo,\u201d to CNN\u00ae today to say, \u201cYes,\u201d to us and be on the broadcast.\u00a0 I want you to share with our listeners how you got your passion for the internet and wanting to help parents and children in this area.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 The short version is that in 1994 I moved back to Washington to get married.\u00a0 I had been living in L.A., and I really felt that my calling was to impact the culture through the media.\u00a0 I had a media platform at that time that I had not used; but I had met a man that lived in Washington and I thought at the time, \u201cGod, I can\u2019t do what I feel You\u2019re calling me to do in Washington because everything there revolves around press, politics, and the public.\u201d \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd of course I had been caught up in that old 1987 scandal; I was Miss Scandal Queen 1987.\u00a0 But God\u2014He always\u2014I find that He wants to put you back on the horse that throws you.\u00a0 So the man that proposed to me\u2014and we had fallen in love\u2014lived in DC.\u00a0 So I came back to work in Washington.\u00a0 Shortly thereafter, I met a lady named \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDee Jepsen; and she was the President of <em>Enough Is Enough<\/em>.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThey were, at that time, working to raise the awareness of the dangers of hardcore adult pornography and child pornography, and protect children and women in print, and broadcast, and sexually-oriented businesses.\u00a0 I thought, \u201cDear Lord, with my background, with all the sexually-charged issues that have surrounded me in \u201987\u2014 and then this issue that was very controversial at the time\u2014believe it or not, I said, \u201cWhy would You call me to this?\u201d\u00a0 This didn\u2019t make any sense.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tBut as soon as I got started, within about two weeks, someone briefed us on the early beginnings of what was beginning to happen in bulletin board services in the news groups on the computer.\u00a0 Now this was prior to the Worldwide Web.\u00a0 The internet had not really become commercialized.\u00a0 I saw predators and pedophiles talking to each other in these news scripts about how to molest children and what they were doing.\u00a0 They were trading black-marketed child pornography back and forth.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo there began my journey.\u00a0 I started with <em>Enough is Enough,<\/em> the internet safety program; and we went to Congress.\u00a0 We started reaching out to the media, to the public, and to the technology community, saying, \u201cThis is what\u2019s beginning to happen.\u00a0 We can get in front of it, and we can prevent it.\u201d\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo we developed a three-prong approach to do that but found that, really, the weak link in the chain as far as protecting kids were the parents.\u00a0 Therefore, we created with the Department of Justice and other industry partners, our <em>Internet Safety 101<\/em> program.\u00a0 That has been our focus now for the past number of years.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I don\u2019t know if this is about to happen, but I\u2019ve heard increasing rumors recently that they are about to launch a new domain called \u201cdot xxx.\u201d\u00a0 Is that about to happen?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 It is.\u00a0 This is something that has been batted around for years.\u00a0 We\u2019ve taken the position\u2014I strongly believe that this is <em>a very bad idea<\/em> for a number of reasons.\u00a0 One, it\u2019s not going to do anything to protect children because the pornographers\u2014they will be given another place to have a dot xxx, but they\u2019re not going to be forced or mandated to give up their dot com addresses.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo the big argument\u2014the filters are going to work better and all that kind of thing\u2014 simply is not going to happen.\u00a0 You can\u2019t mandate anything because it is global.\u00a0 So even if we tried to mandate commercial pornographers in the United States to give up their dot com addresses here, it\u2019s not going to do anything about the material abroad.\u00a0 So overall we just don\u2019t believe it\u2019s a good idea, and it\u2019s not going to work.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Donna, I\u2019m curious.\u00a0\u00a0 It feels to me, as a parent, like the internet came online, everybody became aware of it, it did become commercialized like you said, then we as parents got an education that we better have some kind of filtering in place.\u00a0 We better have something to protect our kids, and so we scrambled and did that, whether it was filtering at the source or whether it was something that you put on your computer.\u00a0 We took some precautions so that our kids were protected.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tAnd over the last, I don\u2019t know, three or four years, it\u2019s kind of like, \u201cWell, we\u2019ve got this fixed.\u00a0 It\u2019s taken care of.\u00a0 We\u2019re doing what we need to do.\u201d\u00a0 I don\u2019t hear anybody really standing up and saying, \u201cWe have an issue today with the internet.\u201d\u00a0 It kind of feels like we\u2019re lulled into this false sense of security.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, Bob, I think you\u2019re right.\u00a0 I think a lot of parents do have their heads in the sand.\u00a0 In our program, when we introduce all the issues that we believe parents need to be paying attention to, we call this the \u201cperfect storm\u201d scenario.\u00a0 The reality is, the internet and the technology is neutral; it can be used for good or for evil, alright?\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo the perfect storm elements that we outline in our program are the fact that kids are online \u2013almost all kids are online by the age of six or seven years old.\u00a0 They\u2019re using this technology.\u00a0 They have free and easy access to all types of pornography, both adult pornography as well as illegal adult pornography, which we call obscenity; and they also have easy access to child pornography, the last two being illegal.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSecondly, predators have free and anonymous access to kids online.\u00a0 This has never happened before, alright?\u00a0 Even though still the majority of sex abuse that occurs happens with someone that the child knows, but now the predators can anonymously interact and build a relationship with that child right in the privacy of their own home without parents knowing about it.\u00a0 We can talk more about that later.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tThe other part of the perfect storm is that law enforcement has its limitations\u2014resource limitations, challenges.\u00a0 In some instances, they are not enforcing the pornography laws that are on the books; and lastly, but not least, parents are overwhelmed.\u00a0 They are ill-equipped, or they are just uninformed.\u00a0 You combine all those and you\u2019ve got a perfect storm type of scenario.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo what we have found as we\u2019ve been teaching parents all these years is that parents often fall into one of a few categories.\u00a0 Either they say, Bob, like you started with, \u201cYou know, I\u2019ve got this covered.\u00a0 I put some parental controls on.\u00a0 I\u2019ve got the computer in a public area of the house.\u00a0 I can check that box.\u00a0 I\u2019m a good cyber-parent,\u201d and go on.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tOr they think, \u201cYou know what, it\u2019s not that bad.\u00a0 I\u2019ve heard some things, but it\u2019s really not that bad.\u201d\u00a0 Maybe they haven\u2019t seen anything themselves.\u00a0 Or they think, \u201cNot my kid.\u00a0 I\u2019ve got a really good kid, a really smart kid,\u201d or \u201cMy kid is involved in youth group and loves God, so I don\u2019t have to worry about that.\u201d\u00a0 Or they think their kids are too young.\u00a0 So you combine these kinds of things together.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tWhat we find is that parents just simply have to get in the game.\u00a0 It\u2019s like the sex talk; you can\u2019t just have it once and check the box.\u00a0 It\u2019s the same thing being a cyber-savvy parent.\u00a0 This is an ongoing parenting issue. Kids now have easy access to any type of internet-enabled devices.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tIt\u2019s not about that desktop any more.\u00a0 It\u2019s about the Smartphone\u00ae, the PDA, the X-Box\u00ae--that, by the way, is connected to the internet\u2014the Wii\u00ae, the iPod\u00ae and every other internet-connected device.\u00a0 It can get very overwhelming, but we\u2019ve actually created a program to help parents recognize the dangers, know what they are, and then know how to apply all these safety measures in a simple way so they don\u2019t feel overwhelmed and they have hope and they can be empowered.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 You say, in your materials that you\u2019ve created, that seven out of ten youth stumble across some kind of pornographic site on the spot, as they\u2019re just surfing the internet.\u00a0 Give us some idea of how many sites there are\u2014I mean, the size of the problem that is lurking just a click or two away in your home.\u00a0 You used to have to go to a certain part of town to find smut and pornography; and now it\u2019s invaded what used to be a safe place, our homes.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 That\u2019s right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 How large is the problem?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 The problem is a very big problem.\u00a0 Pornography is one of the biggest businesses online.\u00a0 It\u2019s $13 billion worldwide.\u00a0 Child pornography itself is $3 billion, and one of the fastest growing businesses on the internet.\u00a0 So it\u2019s big, big business.\u00a0 It\u2019s about the money.\u00a0 These pornographers are trolling for the new generation of users because they know how highly addictive this material is; and if they can get them hooked at an early age, they\u2019ll have an ongoing consumer for life.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I think about our home computer.\u00a0 We\u2019ve done what you\u2019ve talked about\u2014got the filter.\u00a0 It\u2019s out in a public place.\u00a0 We monitor.\u00a0 I can look at the browser history and know what\u2019s going on, but my son has got a computer on his hip.\u00a0 Is there anything you can do to keep your son from getting a text from a classmate that\u2019s got a picture attached to it?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 You can.\u00a0 In the safety section that we teach on, we talk about non-technical measures\u2014we call those \u201crules\u201d\u2014and the technical measures, which we call \u201ctools.\u201d\u00a0 So the easy way to remember that is \u201crules and tools.\u201d\u00a0 You can apply those on all internet-enabled devices\u2014so the Smart phones or the cell phones\u2014they do have parental controls.\u00a0 So do the XBoxes.\u00a0 We walk through, \u201cWhat are the \u2018tools\u2019 and what are the non-technical measures, \u2018the rules,\u2019 that parents need to use?\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo with your example, for instance, you can limit texts; or you can simply disallow texts altogether.\u00a0 There are lots of \u201ctools\u201d that are available.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Yeah\u2014eliminate texts.\u00a0 I mean, I don\u2019t know what the numbers are; but it\u2019s dozens and dozens of texts a day that the average student\u2014they are sending back and forth to one another.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 What I wanted to do is just turn you into a supermom, okay?\u00a0 Here you have all this knowledge about the\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 The Cyber-Nanny\u00a0 9-1-1.\u00a0 Is that where we are going?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes, that\u2019s exactly right.\u00a0 We\u2019re going to turn you into this.\u00a0 What I want\u2014I\u00a0 know that this is not an exact science, okay?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So this is just for you, Donna.\u00a0 You just help us here; but if you were a parent today of children growing up, just give me, to the best of your ability, at what age you would let your child have a phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Oh my!\u00a0 A cell phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I think it depends.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Just the age.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, it\u2019s going to depend.\u00a0 In making a decision about what technology and what age to give a child, I think you have to look, for one, with each child. \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 For instance, if you\u2019ve got an eight-year-old going to camp, and you want for them to be able to call you and vice-versa and not have to go use a pay phone\u2014if they even exist anymore\u2014I don\u2019t know\u2014then there is a good reason, perhaps, for a child to have a cell phone.\u00a0 But there are even phones that parents can get for kids that simply just allow them to be able to call Mom and Dad and have a limited amount of people that they can call and interact with.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So generally what age would you allow a child\u2014would you consider this?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 We\u2019re talking about just the full $29.95 package that the\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I\u2019m not talking about going away to camp.\u00a0 I\u2019m just talking about\u2014they possess a phone.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Junior high?\u00a0 Earlier?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, I would say probably junior high.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Okay.\u00a0 So here\u2019s a 13-year-old who\u2019s got the new phone.\u00a0 \u201cHey, this is cool.\u201d\u00a0 They can get texts, right?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 You know what\u2019s happening right now to our listeners.\u00a0 There are some moms\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tshort-circuiting and some dads saying, \u201cOver my dead body.\u00a0 My 13-year-old is not going to have a phone.\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 You guys tricked me.\u00a0 You said, \u201cJust a phone.\u201d\u00a0 You didn\u2019t say, \u201cwith access to texting and internet.\u201d\u00a0 No.\u00a0 No, no, no.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I\u2019m going there next, okay?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Okay.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 So what about texting?\u00a0 When would you allow them to have a phone with texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I would look at the maturity of the child.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Okay.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Here\u2019s the thing with texting:\u00a0 Kids now\u2014for them, e-mail is becoming obsolete.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 That\u2019s right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Texting is the new thing.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Let me get into\u2014Do we want to jump forward to <em>Web 2.0<\/em>\u00ae because this is where you\u2019re dealing with the social web\u2014and you\u2019ve got all these phones; and this, that and the other connected to Facebook\u00ae; and everything else.\u00a0 Once they start having this interactive device that they can carry in their back pocket, it\u2019s hard to manage without those tools in place.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tSo I\u2019m going to go back to answer this initially\u2014\u201cWith a straight cell phone that only allows you to use it as a phone, I would say junior high school.\u201d\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Alright.\u00a0 What about texting?\u00a0 When would you allow a child, generally, about texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Oh\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Just place your bets to the best of your ability.\u00a0 You\u2019re out there talking to parents.\u00a0 You\u2019re talking to young people.\u00a0 You know the dangers.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, Dennis, we have age-based guidelines; and we offer guidelines.\u00a0 I think parents have got to look at the maturity of the child.\u00a0 I really do.\u00a0 Is this a responsible child?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Are they going to follow the safety contract that we put in place for technology, even when they are outside of the home?\u00a0 If I\u2019m going to let them text and everything, I\u2019m going to need to monitor that.\u00a0 That\u2019s very important.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 And so they\u2019re really mature\u2014when are you going to let them have texting?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I think if they\u2019re mature and the parents are using parental controls on that Smartphone or cell phone that allows you to text, I would say you could consider that in the pre-teen years.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Pre-teen?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Pre-teen.\u00a0 Mm hmm.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Younger than 13?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Well, I say preteen for me is like 13 and 14.\u00a0 You know, seventh and eighth grade.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Okay.\u00a0 What about Facebook and Twitter\u00ae?\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 No younger than 13.\u00a0 No younger at all than 13, and you\u2019ve got to be careful there.\u00a0 We\u2019re jumping ahead a little bit, Dennis, I\u2019m sorry to say, because I think what\u2019s really important before we get to ages\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 I understand.\u00a0 I understand.\u00a0 I\u2019m putting you in a real tough spot, but I just want parents to begin to think through\u2014these decisions are coming if they\u2019re not already there.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Right.\u00a0 Hey, look, I really don\u2019t recommend that kids are using the internet at all until they are at least in junior high school.\u00a0 There are a lot of reasons for that because, with a computer or a laptop, you can create what we call \u201cwalled gardens\u201d so that the kids can actually surf around; but they\u2019re looking at approved sites and they\u2019re within an area that is very wholesome and G-rated.\u00a0 That can be a safe place where they can learn to experiment and surf and use the internet, but they\u2019re not going to get into these troubled areas.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tOnce you start allowing that\u2014when you now have to use a filter\u2014then, you know, the filter is only just a filter.\u00a0 It\u2019s going to get maybe 98 percent of things, but kids can also get around filters and things.\u00a0 So you really\u2014I think each parent needs to recognize the dangers before they make a decision about when they\u2019re going to introduce a specific technology, and which technology, and how they\u2019re going to limit the use of that technology.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 I should just mention real quickly that what you\u2019re recommending to parents, you spell out in the material that you put together, the <em>Internet Safety 101\u2014<\/em><em>\u00a0\u00a0 <\/em>\u00a0\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 We do.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 --how to set up a walled garden, how to use these age guidelines.\u00a0 It\u2019s all in the material, and we\u2019re going to let folks know how they can get that.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 What I want our listeners to know is\u2014I\u2019ve asked a lot of hard questions of guests here on <em>FamilyLife Today<\/em> and seen a lot of pained looks on faces.\u00a0 Donna was in pain.\u00a0 This is a tough\u2014\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 I\u2019m still in pain, Dennis, really!\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 But here\u2019s the thing, Donna.\u00a0 Parents are in pain because they are trying to navigate a very dangerous media platform.\u00a0 I just appreciate you grappling with it, allowing us to kind of put you on the spot because I think parents today must know what they believe and how they\u2019re going to apply their convictions about life, and about good and evil, and how to train their children to do what\u2019s right and to be wise in what is good.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Donna:<\/strong>\u00a0 Yes.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 Well, let\u2019s be honest.\u00a0 There\u2019s no biblically-approved guideline that says, \u201cThou shalt let the child have a cell phone when he is ten, but thou shalt take it away from the child if he does this or this behavior.\u201d\u00a0 That\u2019s not spelled out for you in Scripture.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Dennis:<\/strong>\u00a0 Right.\n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\t<strong>Bob:<\/strong>\u00a0 And so, as parents, we have to use wisdom, and judgment, and discernment in order to determine how we\u2019re going to supervise and protect a child with all of these tools, whether it\u2019s a cell phone, or the computer, or whatever it is that our child is engaging people and the culture with.\u00a0 \n\t\t\t<\/p>\n\t\t\t<p>\n\t\t\t\tDonna, I think you\u2019ve done all of us as parents a great service with the <em>Internet Safety 101<\/em> resource that you\u2019ve created\u2014the DVDs, the \u201cRules and Tools\u201d booklet that you\u2019ve put together, the workbook for parents and for students.\u00a0 This is a very helpful resource that parents may want to get and go through together with other parents or go through together as a family and talk about these issues;
